Description ['DELIS is an Integrated European Project founded by the\n "Complex Systems" Proactive Initiative within the Sixth\n Framework Programm.', 'Information Systems like the physical Internet, the\n World Wide Web, telephone networks, mobile ad-hoc\n networks, or peer-to-peer networks have reached a level\n that puts them beyond our ability to deploy them, manage\n them, and keep them functioning correctly through\n traditional techniques.Reasons for this are their sheer\n size with millions of users and interconnected devices and\n their dynamics; they evolve dynamically over time, i.e.,\n components change or are removed or inserted\n permanently. For such systems, we have to abandon the goal\n of global optimality.', 'Within DELIS, we therefore concentrate on developing\n\t self-regulating and self-repairing mechanisms that, on the\n\t one hand, are decentralized, scalable, and adapt to\n\t changes in their environments. On the other hand, these\n\t decentralized mechanisms have to lead to a globally\n\t acceptable behavior, avoiding undesirable ortd unstable\n\t situations.', 'We believe that the combination of insights from\n statistical physics, market mechanisms, and biological and\n social behavior with advanced algorithmic research in\n Computer Science is the right combination of expertise\n necessary to develop methods, techniques, and tools to\n cope with such challenges imposed by large scale\n information systems, and to contribute to the world-wide\n effort in complex systems research towards understanding\n the principles necessary to manage such systems.']
